Closed eye lids

My brotherinlaw has an extreme situation where both of his eyelids have almost completely closed.   He is only able to see through a very small small area at the bottom of his eyes.  To be able to see, he has to tip his head back and peer through the slits.  His eyes have been checked and his vision is good.  This is extremely debilitating.  He has gone through many testing processes, and nothing has been diagnosed at this point.  It is terrible waiting.....  He is not able to drive or able to work.  He feels extremely weak and fatigued.  Any idea of what this could be?  Any suggestions of what can be done.  I am afraid that depression will also  come.  He is  53 yrs. of age.
Have you had experience with such a problem?

It is very important to continue the work up. I suggest seeing a eye MD that specializes in oculoplastic surgery. Find one at www.aao.org

ALSO VERY IMPORTANT TO RULE OUT MYASTHENIA GRAVIS OF THE EYES. HE WILL NEED BLOOD TESTS AND MAYBE TENSILON TEST.
