Color in Vision Change

We are missionaries to the country of Costa Rica, and we are currently residing here.  My mother-in-law, age 69 lives with us.  She is overweight some, has diabetes and high blood pressure.  She just told me that when she watches TV, she sees red and white.  What might cause this?  Is there something seriously wrong with her?  What kind of doctor should I take her to, to make sure she is okay?  I am worried about her, and don't want something to happen to her.  We did take her to the eye doctor, in January, in the states, before we came to Costa Rica.  Her vision seemed to be the same, she does have new glasses, well, 7 month old prescription.

You know that's so general a statement that I can't make much of it. One or both eyes? Everything red/white or just a certain area? There all the time or comes and goes? Pain? Double vision? etc etc.  

I would suggest you start with an Eye MD opthalmologist.

Google Amsler Grid, read about how to test the eye, print one off and have her monitor both eyes daily.
