About 15 years ago, I developed an ulcer on my cornea which resulted in a permanent scar.  Though my vision can be corrected to 20/40 in that eye, I still experience distortion especially at night when looking at lights. (Lights tend to "flare out" in the shape of my scar)  With all the advances in laser technology, can this scar be treated in some way which would improve this light distortion?

It is very possible that this could be addressed with a laser to reshape the surface of the eye.  I would recommend you see a corneal specialist who is experienced in this area.  It will depend on the depth and size of the scar.
