Dangerous ingredients in eye makeup

I read in a few places that many of the cheaper brands of makeup have dangerous ingredients in them. I recently bought eye makeup from E.L.F. and their products contain a lot of these ingredients. I was just wondering if I should replace my makeup. Also their eye shadows don't stick well and have the tendency of getting in the eye throughout the day.

Also, generally how often should you replace eye shadows?

It is not likely that there are dangerous ingredients in make up in developed countries. If so problems would be widespread and regulatory agencies would step in.
