Eye Injury

Due to an accident last evening, my brother had a hemorrhage. The doctor said the fractures are less and will be recovered soon but his left eye is paralyzed due to blood cot or may be due to damage in a nerve. His left eye ball is not moving he has vision but not clear. Kindly help me out with any suggestions or further investigations to be carried out.
