Eye not healing two years after lens removal!

Two years ago this July I had my lens in my R eye removed because it detached.  I have a history of subluxed lens in that eye.  Was told after healing (approx. 6 weeks) I could be fitted for a contact lens.

It is now almost two years later, I am still using Prednisone drops 2x/dy because I am told there is still slight inflammation in the back of the eye.  My concerns is using steriods for that long and also my doctor cannot give me an answer as to why I am continuing to have "back of the eye" pain every so often, but especially after a severe coughing episode?  Ice on the eye calms it and the pain will recede after about 40 minutes.  But the pain can be severe enough that I cannot even open the eye.

The doctor I am currently seeing IS NOT the doctor that did the surgery but the doctor that does his follow up.  

I am constantly being told that "everyone heal at different rates" and that "I have no idea why the eye get so painful after you have a bout of coughing".  I have missed work due to this pain.

After this amount of time, should I seek a second opinion?
