Eye surgery: membrane peel

--What's the difference between intralimiting membrane peel and epiretinal membrane peel?
--Why is it acceptable to perform grid or scater macular photocoagulation on diabetic and patients with retinal vein oclusion? And why it is NOT acceptable or recommended to perform such a laser therapy on patients who do NOT suffer from diabetes or retinal vein oclusion?

The first term applies to the depth the surgeon is trying to remove the membrane while the latter just describes any membrane on the surface of the retina. The latter term does not specify what layer the surgeon is trying to get down to.

I don't know what you're asking on the second question.
