Flashes of light in eye

Im 18 years old, female, and have a vision of -6 in both eyes. when i close my eyes and look side to side there is a ring of light in both eyes. i also have floaters. sometimes when i stare at a blank wall or the sky there are small pinholes of light. also when i take off my glasses and focus on a single object a shadow appears over my vision until i blink. what is causing this?

I have no way of knowing.  Also have no way of knowing the training of the person that examined your eyes.

i had an eye exam 3 months ago but he did not dilate my eyes. would he have found anything wrong with my retina if he did not dilate my eyes

The ring of light with movement are likely pressure phospenes due to the eye muscles pulling on the retina and stimulating it. This is a form of entopic phenomena. Read the section on entopic phenomena on www.wikipedia.com

A shadow that goes away with blinking is likely a dry spot on the cornea.  The pinholes of light I don't know.
