IS A LIGHT BLUE RING A SIGN OF CATARACTS?

MY HUSBAND, WHO HAS UNCONTROLLABLE HBP AND HEART DISEASE AND IS A CANCER SURVIVOR, HAS A LIGHT BLUE RING AROUND HIS BROWN IRIS.  WITH ALL THE HEALTH PROBLEMS HE HAS AND HAD, I WAS WONDERING IF THIS COULD BE THE START OF CATARACTS.  ANY INFORMATION WILL BE HELPFUL.

Thank you for your insight, however, the Doctors tell us that he doesn't have high colestrol.  any other ideas?
