Is it typical to have eye plugs put in 10-14 days before eye surgery for extra skin on the eyelid?

My mom went to get cosmetic eye surgery nov. 18 for the extra skin on the top lid...she was put under local anestesia along with an I.V. of some sort...she was their office for about an hour,  they prepared her as though she was having surgery.
She came out all bruised under and around her eyes...yet they didn't take the skin off her lids?  They put eye plugs and sent her home with eye drops and told her to come back on Dec. 2  to do the eye surgery?
Is that typical? Do you have to be put under and all bruised up for the plugs?

The plugs takes just a minute or two and are done usually with no anesthesia and sometimes just a few anesthetic eye drops.  There is no bleeing or bruising involved with plugs.  I'm not sure I understand exactly what happened.  The plugs may have been put in as an effort to reduce the chances of severe dry eyes after the upper lid surgery.  Please ask the doctor's office to explain exactly what was done because I am confused by what you have described.
