Latent Hyperopia

How would an ECP miss latent hyperopia? In particular if a patient was to inform them that they did not experience any symptoms would this be sufficient to pass over a cycloplegic refraction?
If a patient with a lowish + rx used for reading were to say they had frequent headaches,excessive blinking,light sensitivity,discomfort driving at night,watery eyes and felt the need to rub their eyes a lot would this encourage the ECP to perform the cycloplegic test?
