I cannot tell you anything about your physician's examination. Strabismus surgery does not increase the risk of retinal detachment like cataract surgery does. You will need to do literature search on OrthoK too long to type out.
I am having to sign off this discussion. You need to follow the advice of your ophthalmologist. Leaving your country to see an Eye MD is not practical as you need to be under care of an ophthalmologist you can easily see many times per year.

Today he had an examine again, the ophthalmologist diagnosis he is companion strabismus -15, degradation myopia and have to surgery to cure strabismus first. Is this true ? does it make bad influence to his retina ? make higher risk of retina detach ?

Not having myopia in the family doesn't mean a child will not have high myopia or simple myopia.
Myopia is more common in Asians than Occidentals. There is no way to tell how myopic he will become any more than you can tell how tall he'll be.

I'm sorry for having many question. All people in my family (even my tree family) is not myopia. He is just 3,5 year old, and he have the LE of -7D, If he is not congenital myopia, so the his myopia progression is very rapid, at least 2 diop per year? is it normal in this situation (do nothing to stop the progression because of late examine) ?

Congenital myopia just means that it was present at birth. No way you can tell that since your child is 3 and 1/2 years old. I do not know what "D" level myopia is.
Atropine has been shown to help, the other methods are mostly experimental and used on a very tiny number of childhood myopes even in advanced countries.
The most important thing is wear the glasses and some patching of the RE to correct "amblyopia" in the LE will likely be necessary. If you have other children have them checked as this condition often runs in families, same with nieces and nephews.

The RE of -4.00 rarely would have pathologic myopia the LE may or may not it depends on whether anatomic changes are occurring in the macula, optic nerve and peripheral retina. Only the examining ophthalmologist could tell you whether pathologic changes are present.
There are some encouraging new studies on reducing myopic progression using medications and contact lens. You would need to see a pediatric ophthalmologist to discuss if appropriate for your son.
