Partial blurred vision

My eyesight in general is not blurred, however, when I close one eye and look inwards or upwards, everything becomes blurred, with both eyes. I am not crossing my eyes.

Do I need to have an eye exam, if so, by an optician or one reccommended by a doctor?

Also, I have had these symptoms for over a year: static of snowy vision, a sense that there is a veil over my eyesight, and when I turn the light on in the middle of the night it used to hurt when I directly looked into a light source, but now it doesn't.
