Permanent Lowers Plugging

Good Afternnon.   My mother is 65 years old. She is suffering with dry eyes and hazy vision.  Her doctor wants to plug the tears in the lower lids. He will manually do these. Is this a fairly easy surgery?  Can this be done with a local anesthetic?  We want to trust him but do not have any information on and about permanent plugging.  Are there alternatives that we should try first.  We have used over the counter Tears without perservatives.  She has not responded and will not drive anymore.

the plugs are very straightfoward, painless done in the office and with topical eye drop anesthesia and can be very effective in the treatment of dry eyes.  good luck.
