Please help

First of all, thank you for your time and assistance.
5 years ago before college, my right eye started to loose focus.  I
went and got some glasses, but stopped using them.  The main
reason is that when I put on the glasses, the objects I see
appear smaller (as if someone who is not near sighted put on
glasses). However, the objects do appear sharper for my right
eye with glasses(my left eye remains normal all these years).
It has been 5 years now and I think my right eye has gotten worst
(maybe due to the lack of usage).  Is it possible that my right
eye is not near sighted at all?  (I don't think the prescription
  glasses are that heavy).
Also just recently, I noticed that the 'white layer' of my right
eye crinkles and folds up alot when I look to the extreme right.
My left eye does the same thing though not as much.  It is kind
of like my left eye 'lost weight' and there is now a lot of
  loose skin.

It sound as though you are near-sighted in your right eye.  The glass perscription used to correct someone who is near-sighted will make the images smaller.  The optical nature of a minus lens is to cause minification of images.  I suspect that since it did clear your vision along with making them smaller, you do need the correction.  Not wearing your glasses will not make your eye lazy unless you are less than 10 in which case the visual pathways have not quite developed fully yet.  If your vision is getting blurry again, you may be becoming more near-sighted.  It is not uncommon for people to experience increasing myopia over a several year period (especially in those under 25 years of age).  If only one of your eyes is experiencing such changes, I recommend that you have a complete eye examination by an ophthalmologist.
I am not quite clear as to what you are describing in your second question.  Again, I recommend an examination by an ophthalmologist.  If you are interested in seeing an ophthalmologist at Henry Ford, please call 3139162020 for more information.
