I have two questions.
1) Is there a cure/treatment for congenital nystagmus?
2) What could be the reason for eyelashes to thin out considerably?

1) there is no "cure" for congenital nystagmus- if you are referring to congenital motor nystagmus, then this means there is no actual specific cause- the only possibility is in some cases eye muscle surgery is done to "move" the eye(s) into a position that lessens, or dampens, the nystagmus. this is done by a "strabismologist" ( pediatric ophthalmology doctor )
2) a possible reason is a chronic inflammation of the eyelids called "blepharitis" which can be treated
