Red Eye

My 11 year old daughter has had one persistent red eye for over 3 weeks now.  It all started after swimming in a hotel pool that really didn't look as clean as it should have been.  My other daughter also swam in it along with their whole team and only my one daughter seems to have one eye that is always red.  It almost looks like maybe a blood vessel may have popped.  I thought that it would heal by now.  We just started some eye drops over the counter for red eye and then tried one for allergies.  It helped just a little bit, but it is still red.  When she goes swimming or takes a shower, it really shows even more.  She has no crust or itching that would make me think that it could be pink eye.  It just looks bad, but no swelling anywhere.  Should I be concerned and take her to the dr?  (I have a history of retinal detachments and my eyes look healthier than hers right now.)
