Red watery eye

My son is 28 months old and a week ago his right eye started to get red and water when he rubbed it.  This happens only when he rubs it, it looks normal (a little swollen the last couple of days) the rest of the time.  He then developed and ear and throat infection.  He is on Ammoxocyllin for the ear and throat infection and Tobramycin drops for his eye.  He squeezes his eye shut when I try and put in the drops, and as hard as I try, I can't pry it ope.  I put the drops on his eye, but don't think much is getting in.  In the last couple of days, he has developed a sensitivity to light. Does he need to go back to the doctor?
