Severe pain in neck and upper spine

I am suffering from severe neck pain for the past two years.I have been to three chiropractors and received soft tissue manipulation. I have tried the collar. I have tried acupuncture and biopuncture but the irritation and discomfort is still there. I play golf and sometime  have severe musle spasm in the neck and shoulder area. The disks in the spine at times feel swollen and the pain is not sharp but rather dull.It ia also inflammed and I find it awkward to bend my neck to write or type. My neck is every morning stiff and I hear a popping sound if I turn around when I sleep.I have been to a biocineticist for massages but that did not help. My scans showed degeneration of the disks and early signs of arthritis but the neuro surgeon felt that it is not serious and it should not cause the extreme discomfort. I am using currently trepiline for the pain and hot ice but it gives relieve for short periods. I am truly frustrated and hope you could give me some advice.
