Sudden turn down of one eye with dizziness

I have a re-occurring problem that is slowly happening more often. For no reason at all (I can't find what triggers it) I get a sudden dizziness wash over me which can last for a few minutes upto 30mins. If I am not sitting down, I have to hang on tight to whatever I can find or I know I will fall over. When this happens my vision goes crazy. I can see perfectly normally out of each EYE if I cover one over, but when I am looking through both at the same time its as if one is looking forward as normal and the other is looking either high upwards or low downwards. I can't tell which eye is going wonky. This has been happening for at least 1yr and to begin with only now and then. recently its been happening 2-3 times a week (sometimes more, sometimes less). I'm 41yrs old.
Here is a pic showing normal (left), and wonky (right).

You need to see a neurologist as soon as possible.  This could be from the central nervous system, ears, or eyes.  Thyroid also needs to be checked.  Start from there.  You should also see an ophthalmologist/ eye MD at the same time to make sure the eyes themselves are OK and to measure the eye muscle movements and balance of the eyes.  Don't delay.  Some of the possiblities are better diagnosed early.
