Teen driver sees lights as big blobs

My daughter just got her permit.  She's got a year of driving with adults before she can get her license.  I knew that she didn't like driving at night, but thought it was just a problem getting used to figuring out where and how fast the cars were coming.  Last night she informed me that headlights and street lights are large blobs of light.  Her vision is 20-20 or better.  But instead of 2 distinct headlights coming down the street, she sees them as one large blob of light that is merged.  She's a safe, cautious little driver, and obviously this is something we're gonna have to get checked out.  But what can cause this?  What questions do I ask?

Probably night induce myopia. See an eye doctor and possibly get some night driving glasses.
