Unknown/Rare Eye Condition?

I have been to the eye doctor, and a Neurologist, yet still nothing.  When I see black on white (or vice-versa), around the edges I see swirls of colors. Kinda like what you see when you look at black and white bars pattern, and move it around, but everywhere. Reading as even become a challenge due to the rainbow-like colors. This problem is extreme-like when I reach the center of a page. It's kind of ridiculous that doctors tell me that it's nothing, that it's only a temp. problem when I have been experiencing this for years now... help please? I would recommend that you document the episodes, when they occur and for what duration. Is it only at near or distance.

It is a constant occurrence, like there aren't like "episodes" of it, just every time I look at black on white, a see swirls of colors. An example of what it remotely looks like, is if you take text on the computer, and print it really blown up, you see the colors that make up the black.
