Watery Eyes

My eyes have been very watery since April. I have seen 3 Doctors. Dignosis is dry eye  and allergies however nothing they prescribed helped so far, Lotemax, elestat, restasis  or optive. They did not help at all. I stilll have watery eyes and tears go down to my cheeks. That happens all day. Can I have both dry eye and tear  duct obstruction at the same time? Would dry eye cause constant watering (3/4 of the day )? There have been short moments with no water and since then, 2 week period with no watering at all, but the rest of the time they have been constantly watery.
