Weird plastic/glossy looking eye

That's a picture I took of my eyeball close up - and noticed that it looks almost plastic, with a circle cut out where the iris should be. My eye is looking to the right a little so you can kind of see the plastic thing overlap the colour.

I am wondering and curious what this is? Do all eyes have like a little 'cover' that protects them? Or what is that?

I believe you are referring the the pupil which is normal.  There is also a brown area in the iris which looks like a reflection.  If not this should be examined by an ophthalmologist.
