"Wet" eyes with swelling

I was waking up with swelling above and below my eyes as well as some crusting in the outer corners. My internist prescribed Patanol and instructed me to take Claritin. I took the drops for 8 days with good results the first 5 or 6 days; the swelling disappeared but the "liquidy" feeling and crust persists. Should I consult my ophthamologist or an allergist?
