Why teary eyes when outdoor

I noticed my left eye is always teary when I'm outdoor. It becomes even more teary when its a bit windy.
What's the cause of that and how can it be treated?

There are two possibilities.  One, you have a dry eye.  Two, you have a tear duct obstruction on that side that doesn't allow the tears to drain properly out of the eye.  Buy some over the counter artificial tears and a couple of drops before you get exposed to cold or windy weather.  If that doesn't help, go see an ophthalmologist to check and see if your tear duct is blocked.
