am i considered legally blind?

if my perscription card reads
spherical             cylindrical             axis
-6.50                     -5.00                   35
-6.00                     -6.00                   155

what does this mean?

It means you are near sighted and have a lot of astigmatism a very aspherical cornea. You should be watched for a corneal disease called keratoconus.

You are not legally blind if your vision can be corrected to better than 20/200, regardless of the prescription.
