I got a black eye as a result of the local anesthesia used during retinal surgery. When the darkness hadn't faded after a few weeks, I consulted a dermatologist. I was told that sometimes blood can cause staining deep in the skin--too deep for topical creams to penetrate. The only solution is to use a concealer (makeup) until the staining slowly fades. It's been two years since my retinal surgery, and the darker pigment under my eye has almost entirely disappeared.

oh sorry. it's called radiesse. it's an under eye filler to reduce the appearance of under eye bags.
What do you mean by "fillers"?
