black spot on white part of eye

IM 70 YEARS OLD THREE DAYS A GO I NOTICED A BLACK SPOT ON MY RIGHT EYE.
IM BLIND IN MY LEFT EYE DUE TO A BLOCKAGE. I HAVE ELIVATED SUGAR AND USE DROPS FOR GLOCOMA.WHAT COULD THIS BE.

Could be a freckle or nevus, could be normal racial pigmentation, could sometimes be primary acquired melanosis which can sometimes turn into melanoma, or could rarely be melanoma.  Best to have your ophthalmologist take a look at it.  I'm assuming you mean a black spot physically present on the white of the eye.  If a black spot in your vision it could be floaters or blood in vitreous.  You should tell your ophthalmologist right away and he may need to do another dilated retinal exam.
