clear bubble in white of eye

I do not have health insurance was wanting info on treating a clear bubble on the white part of my eye it has been there for about a week  it is not painful sometimes feels like something is scratchy, I have been using Thera tears lubricant eye drops for a week a few times a day.  prior to this bubble that inner corner of my eye always has some reddness.
