The definition of legal blindness refers to what vision is AFTER best correction with contacts and glasses.  If your daughter can be corrected to 20/20 to 20/40 and has her peripheral vision intact, she can legally drive.

If her BEST CORRECTED VISION is worse then 20/40 she may still be able to drive with a restricted license, the vision requirements vary state to state so check with your DMV.

Legal blindness is defined as best corrected visual acuity of 20/200 or worse in the better eye and/or a best corrected visual field of less than 20 degrees.
