dilated pupil by birth

my 18 month old son is having dilated pupils since birth. he is unable to open his eyes in the sun or towards light, however he sees everything with small opening of his eyes in such condition but in normal light or dim light he sees and recognise everything wisely.
what sort of dignosis can be applied to the eyes of my child since he is too small and what r the risks.
And he is having huge dandruff producing scalp since birth, is this a co-related condition?

No the eye problem is not related to dandruff.  He needs to see his pediatrician to discuss this or to see an ophthalmologist Eye MD. There are some congential conditions that are serious that might cause sensitivity to light like cataracts or congential glaucoma. Only a real in person exam by an Eye MD can tell you if its a problem.
