eyelid redness not blepharitis?

New problem, 40 years old, I have redness and irritation of the eyelids but it is not where the eyelashes attach, it is on the upper lid in the crease of the eyelid closest to the brow. Comes and goes. No itching or discharge. No new products. I have tried baby shampoo and U-kera but it keeps coming back, and it doesn't seem to be in the right area for blepharitis from what I have read. Can blepharitis be in this location also, not just by the eyelashes? Or is there another possibility? Thank you!
