Varies most common is wait it out, if severe and not clear may need washout.

is there a retinal detachment procedure that would take the macula OFF temporarily? Then  put it back?  when it was originally ON?

The goal of all RD surgery, indeed almost everything we do in ophthalmology is protect the macula at all costs because that is where all fine, reading, straight ahead vision comes from. One would never take the macula off intentially because it can never be put back 100% in place. Think if you took an 4 X 6 inch photo, crumpled it up in your fist then tried to make it perfectly straight again like before you scrunched it up. Can't be done, that's the way we look at anything that takes the macula off or damages it.

Need 360 degree access to the eye muscles and the back of the eye where a buckle is placed or where vitrectomy ports are placed.

Does that means that everyone who has the buckle or a vitrectomy has a 360 degree peritomy?  Or just in some cases?

No, not everyone who has a scleral buckle or vitrectomy gets a 360 degree peritomy.
In some cases of scleral buckling the doctor avoids a 360 degree peritomy, but it is always done if getting a complete 360 degree encircling band (remember, not all buckles go completely around the eye).
In vitrectomy the surgeon makes smaller incisions for the ports, thus not a complete 360 degree peritomy is performed, but a complete 360 degree peritomy may be done if the tear/detachment is large (and of course if a vitrectomy is combined with a scleral buckling procedure).
