inner eyelid itching a peeling

on and off for several months I have itching inside the eye it will either start up on top or the bottom either way I scratch on the OUTSIDE on eyelid and I feel like something is inside but what comes out is string like substance kinda like the inner eye membrane is peeling and the itching will not stop until I get all of the membrane out. I have seeked help and was prescribed ALREX which has a steriod even though it helps for days at a time it has not stopped this problem from coming back. HELP
