loss of vision year by year

My cousin have pale disc by  birth. Now his age is 21. His vision is reduced year by year. Now almost 99% of his vision is lost . whether there is any possibility to cure this?

If his disc was pale at birth that would indicate a congenital birth defect of some sort.  A gradual loss of optic nerve function  over the years, however, is more suggestive of an inherited syndrome or disease such a leber's optic neuropathy or something else.  I'm so sorry about his situation but he will need to see the best ophthalmology experts at the nearest teaching hospital, first to actually find out what he has.  After that then we can begin the discussion about what can actually be done.  I wish him well, but unfortunately I cannot offer any specific advice without knowing more about him.
