my child constantly blinks & squeezes her eyes shut

My 8 year old daughter is constantly blinking her eyes shuts for about 1-2 seconds. She was complaining that her eyes were itchy and dry and she was rubbing them alot and sometimes she would pour water into them. She has very dark circles under her eyes, I guess from the constant rubbing, but now it's gotten way worst. She can't even keep her eyes open for a normal amount of time without blinking and complaining that they are bothering her. I live in a third-world country ( Dominican Republic ) and took her in to see an eye doctor who diagnosed her as having allergies; gave her some meds ( which didn't seem to help a bit ) about 8 months ago. I don't know if that will go away on its own or should I take her in to see a specialist. Please any kind of feedback will gladly be appreciated.

I would try and see a big city ophthalmologist that specializes in pediatric ophthalmology.  Hopefully your pediatrician or family MD could help with a referral, perhaps to the country's most respected medical school?
