no ins, cataract, partially detached retina

Hi! I have a friend in Wisconsin who was diagnosed with a cataract, and a partially detached retina. He has floaters as well. He has limited means and no health insurance. Does anyone know a surgeon or facility that is experienced in this situation that will help him while working out self pay? I used to work in Ins... I know sometimes individuals are charged full rather than discounted Medicare rates. Any ideas how to negotiate that? He is in his early 40's and is otherwise healthy. I had a partially detached retina that was reattached with laser surgery. I have no idea if his issues can be resolved with that kind of surgery. Thanks for any and all suggestions. :)
