if reading distance is maintained 13", Can we use reading glass with +3D add for myopic eyes?

You will have to move the reading materials close than 13 inches with the plus 3s

is it recommended for kids of age 8-10 also? does reading glass for myopic eyes (for kids) create problem like lethargic eyes if it is used for long period of time (per day one 2 hrs during reading but 10-15years in span or life long)?
