red "bulls-eye" rash around both eyes

I had a very itchy and sore red rash that circles each eye and the eyelids. the discharge is watery and clear, and I have blepharitis like flakes on my lashes. My eye doctor prescribed drops and ointment and advised me  to cleanse wit baby shampoo. It persisted for many weeks until I went to a dermatologist who precsribed an anit-bacterial ointment. It has gone away and hasn't returned. My eye doc didnt diagnose blepharitis, and didn't seem entirely sure what it was, I think he thought conjunctivitis. Just curious if anyone knows what this was or has had it?

Thanks Dr.O. think i recall the "eyelash flakes" happening as a kid, so I may indeed have it.
For the record the only thing that worked was the "eledel (sp)ointment.  It did take a very long time before we found something that worked . am saying this also as an FYI for other folks.

Blephartis can also respond to antibitiotics.  Its usually returns.
