second opion

My 9 year old has 20/20 but the doctor says she has astigmatism is that possible ? Will it ever be corrected and does she have to wear glasses at all times

If she has 20/20 vision in both eyes and no lazy eye then sometimes glasses are not needed and sometimes they are.  It depends upon the amount of astigmatism and hyperopia (farsightedness.)  I definitely cannot make any comment on her situation without all her info.  You should direct your question to your ophthalmologist.  If not given a satisfactory answer consider a second opinion with a board-certified pediatric ophthalmologist.
