seeing lights turn into something like jelly

I don't know how to exactly describe this but ever since I got my floaters, I realised when I look at lights and move my eyes, it appears as if the lights turns jelly like and it moves with my eyes! It's like something float past the light and refract it.

My friend tells me It's probably my floaters floating past the light but is it ture?
