I gather that the small white spots are on the skin of your eyelids. Have your ophthalmolgist take a look at them. They could be milia - in which case you would likely need to see a dermatologist to discuss ways of improving them. Sorry, but there is definintely not a quick easy way to get rid of these spots.
The small white pimples around your eyes could be a dermatology problem. If you use too heavy a moisturizing cream, it can cause similar pimple around eyes. Try a lotion for moisturizing......and Not around your eyes. There are special formulated creams for eye areas. General creams are too irritating for the sensitive eye area......
