unilateral congenital ptosis (Drooping of eyelid)

i want to discuss about my left eyelid which is droopy which makes it look smaller than right eye, it was since after a month of my  birth when water type liquid started coming from my left eye and gradually it became smaller the upper eyelid of my left eye covers almost half of my pupil normally when my both eyes are open.Eye sight of my left eye is also very poor, now my smaller left eye doesn't give a good look people say that i look like tired and sleepy, now i am 19 years old..so i want to ask that if there is any surgery applicable  which can lift my left eyelid so that by both eyes look equal? and will you recommend a surgery for this disease ?
