white hard small bumps on eyelid

I have  white small bumps on both eyelids, I have noticed nothing comes out of them, they are hard and if i try to squeeze them, kinda hurts a little cause nothing comes out.   I have noticed sometimes one or two will go away and then appear in another location on the eyelids, Its not attractive and wearing make up does not cover them eithier on the eyelids.  They are not painful. They just like bad. Please advise.  I have heard that if you have them removed they can just come back. any help or information on this would be most appreciated

These bumps are usually inclusion cysts. They don't have an opening to the outside like a whitehead on the skin which is why you can't express them.
