Sometimes the sclera can be yellow due to liver disease and resultant jaundice.  See an ophthalmologist first to make sure that is not the cause.  If no specific cause is identified other than sun damage, then there is not much that can be done.  Surgery sometimes can be done for very inflamed and large pinguecula (sun damaged, yellow bumps on the eye) or a pterygium (sun damaged tissue growing onto the cornea.)
