Ativan vs. Xanax

Does anyone know if Ativan is a weaker or less potent Benzo than Xanax? I took an Ativan pill when I was in the middle of a panic attack and it didn't seem to help calm me as much as compared to xanax. I also noticed after taking the very first dose I ve every had of Ativan and it doesn't make me drowsy at all when I take a whole 1mg tablet to use as a sleep aid. Xanax seemed to have more of a drowsy/sleepy effect and I usually got to sleep ok.
