Natures tears. I know that you have been seen by a neurologist, but a second opinion may be a reasonable option. Any type of nerve impingement in the axillar area or cervial disk can lead to arm numbness.
I would consider a cervical MRI for further evaluation. I would also discuss the possibility of electrodiagnostic testing (i.e. an EMG) with your neurologist.
If everything comes back negative, you may want to inquire about a referral to a physiatrist (rehabilitation specialist) for further evaluation.
