Why do I have painful itching in my legs from exercising

If I go out to run or walk for the first time in awhile, I get the most painful itching in my legs and buttocks.  My husband thinks it's dry skin, but I'm certain it's not.  I've lived in very humid places and dry places.  I've had this problem in the summer and the winter.  The only common denominator is that I only itch if I haven't exercised in awhile.  If I stick it out, the itching will go away after about a week or 2 of continuous exercise.  What is going on that is causing this itching?  Any ideas?
