ankle lump (s)

I have what appears to be a fluid filled lump on each of my ankles.  One being larger than the other and both continuing to get bigger.  
I have seen two doctors and both have told me that it was a fatty tissue pocket.  I am frustrated as it feels like it is something more than that.  
I am 53 yrs old. 5'4".  Wt 145 lbs.
I have a teadmill that I jump on when my weight gets to this point, but have not gotten on it in over a year due to the pain I have from putting on walking shoes.  With winter approaching, I don't have a shoe that I can wear that doesn't hurt because the lump has continued to get larger.
Much of the time there is a burning/stinging sensation in the larger of the two (like a wasp sting)
They feel like a water blister and often I get a 'trickling' sensation sensation in them as if a blister were punctured and draining.  
Both my mother and grandmother were extremely overweight, but neither of them had fat pockets on their ankles.
I know I should not have, but I did insert a hypodermic needle in about 8 different spots.  Only withdrew blood.
Could it have been misdiagnosed twice?
